Municipal Engineering Services
B&L has built its reputation on successfully serving municipal clients with all aspects of professional engineering and consulting services. B&L understands that the business of a municipality is typically conducted "after hours", and that attendance at Municipal Board and Planning Board meetings is essential for building successful working relationships and for project implementation. As projects develop, additional personnel would attend meetings as needed to provide services for various projects.

Land Planning and Site Design
B&L provides a full range of Land Planning and Site Design services to our municipal clientele. Whether your needs involve comprehensive land use planning, site design for a specific project, or assistance in reviewing a broad variety of subdivision, site plan, or other development proposals, B&L has the expertise to provide tailor-made services for you. Our capabilities range from initial planning and feasibility studies to final design and construction services. We have the experience to address all required social, cultural, economic, and environmental aspects of your projects. Our experienced Landscape Architects can provide your project with environmentally sensitive and aesthetically satisfying planning and design services for a variety of sites.

B&L's drainage experience includes the provision of services by a certified professional in erosion and sediment control (CPESC). We have completed hundreds of projects involving stormwater management, storm sewers, and blue line streams, many involving DEC and MS4 regulations.
Our site planning specialists and structural engineers have provided services for numerous telecommunication applications involving tower siting applications.

Recreation trail evaluation and design and the associated site design has been provided to many municipalities.

Comprehensive Plan and Zoning Law Preparation Assistance
B&L provides comprehensive plan and zoning law preparation assistance to several municipalities. Zoning law preparation assistance services include review of existing zoning and zoning regulations, recommendations for changes, and assistance to legal representatives. Comprehensive planning includes review of existing transportation, recreation, and other amenities and recommendations for improvements.

Special District Formation
Whether the need is for water, sewer, drainage, or another type of special district formation, B&L has the personnel and experience to assist with the formation of special districts. Initial evaluations, opinions of probable construction cost, maps indicating proposed district boundaries, reports, and assistance with regulatory agencies is provided. We have worked with municipal attorneys regarding easements and legal documents for roads, sewer, and water to be dedicated to the municipalities.

Geotechnical Engineering
B&L provides geotechnical engineering services to our clients with regard to slope stability, structural foundations, and solid waste landfills. We offer a full range of services from evaluation and design through construction phase services. Transportation Engineering

Our team provides consulting, design, and construction inspection services for many types of transportation projects including highways and bridges. We offer planning strategies and solutions, research for potential funding sources, and assistance to clients from the project's onset through completion. Our professionals have completed numerous projects for federal, state, and local governments with tasks ranging from traffic analysis and corridor studies to final design and construction. B&L's Transportation Group is supported by its other disciplines in a variety of transportation projects, from access roads for landfills and environmental remediation sites, to bikeways and trailways for municipal recreation areas. Construction Inspection
B&L provides construction inspection for a wide variety of projects including subdivisions, highways, bridges, water and wastewater facilities, and new buildings and building renovations. Personnel are familiar with the engineer's responsibility to the owner to help assure projects are completed as designed.

Services include inspection, construction administration, providing documentation of all activities, review with department heads, punch lists, and final certifications of project completion.

Facilities Engineering
B&L's facility design services take advantage of the latest developments in areas such as energy efficiency, sustainable building design, computer networking infrastructure, and construction materials. Our capabilities are suited for projects ranging from small renovations to complex expansions and include specialty work such as fire training towers, telecommunication tower structural and site review, and fire stations. Our engineers have years of experience with rehabilitation and renovation of existing buildings, updating HVAC, information systems, and carrying out "green" building conversions. Structural evaluations to determine recommended occupancy (or demolition) of buildings have been performed for a number of clients.

Environmental Services
B&L has designed state-of-the-art, comprehensive solutions for a myriad of environmental projects including hazardous waste sites, petroleum and chemical release sites, and industrial air and water pollution issues. Our environmental engineers work in conjunction with our other disciplines to provide you with a thorough remedy suited to your particular needs. Years of experience with site investigation and remediation engineering at various facilities allow us to offer a broad range of services. Our wetland specialists provide wetland delineation and mitigation evaluations for a variety of projects including water, sewer, transportation, solid waste, and facilities projects. Projects that contain wetlands are evaluated early in the project to determine what effect they might have on the project as it proceeds.

GIS
Because our fully-integrated GIS services are entirely in-house, B&L saves our clients time and money. Working closely with GIS staff, our engineers gain a clearer picture of your project's unique needs. New scenarios and changes can be developed quickly and seamlessly without affecting your project schedule. On-site services also enable B&L to apply GIS to a wider variety of projects. Review of Estimated Infrastructure Costs
B&L provides many of our municipal clients with review of developer's estimated infrastructure costs to be used in establishing lines of credit. Our experience with design and construction for a variety of infrastructure projects (roads, water, sewer, facilities, etc.) provides us with the knowledge to accurately determine these costs.

Construction Administration
B&L provides construction inspection for a wide variety of projects including highways, bridges, water and wastewater facilities, and new buildings and building renovations. Personnel are familiar with the engineer's responsibility to the owner to help assure projects are completed as designed.
